Newly nominated CA members sworn in

KATHAMNDU, July 7 , 2008 - Newly elected members of the Constituent Assembly (CA) took the oath of secrecy and office amidst a ceremony at the International Convention Center on Monday. 19 members among the total 26 CA members nominated by the Council of Ministers were sworn in by CA chairman Kul Bahadur Gurung.

CA Chairman Kul Bahadur Gurung administered the oath to the CA members. According to parliamentary secretariat Manohar Prasad Bhattarai, the CA members who were not presnt in the ceremony will be sworn in this afternoon. Industrialist Padma Jyoti, Chandra Lal Meche, Dabal Bahadur Shah of CPN- Maoist, Bishwanath Upadhaya and Jagat Bahadur Tajpuriya of Nepali Congress (NC), Terai-Madhes Loktantrik Party (TMDP)’s Mahanta Thakur and Jagya bahadur Shahi of NWPP were not present at the ceremony.

Six representatives of the CPN-Maoist, three of NC, five of CPN-UML, two of MPRF and one each of People’s Front Nepal (PFN), Nepal Sadbhawana Party-Anadidevi and CPN-ML were sworn in today. Nine political parties had recommended 26 names for the CA seats, among which Maoist had 9 seats, NC and UML had 5 each, MPRF 2 seats and TMDP, PFN, CPN (ML), NWPP and NSP (A) had one seats each.

Nepal in 177th position in FIFA World Ranking

Kathmandu - Nepal has moved one position up in the recently announced FIFA ranking despite having 3 wins and 2 losses in five international matches played last month.

Nepal reached to 177th position with 66 points. Nepal defeated Cambodia and Macau in the AFC Challenge Cup Qualifiers and won against Pakistan in SAFF Championship but lost to India and Maldives. From South Asian Region, India still leads in the recently announced FIFA ranking but with no increase or decrease in their position. India is at world’s 153rd and Asia’s 25th while Maldives lies at 156th and 27th position. Maldives had beaten India 1-0 in the final of recently ended SAFF championship and earned three positions and 13 points in the ranking compared to that of June 2008.

Not surprisingly enough, Bhutan has the best achievement compared to June with a six position jump and 21 point increment. Similarly, Pakistan dropped 9 positions in the ranking. Behind Maldives lies Sri Lanka at 161st (Asia’s 29th), Pakistan at 169th (32nd), Nepal at 177th (36th), Afghanistan at 181 (37th), Bangladesh at 182nd (38th) and Bhutan at 190th (42nd). A total of 46 countries are listed from Asia.

Parties finalising supplementary bill

Kathmandu - The meeting of the seven parties is taking place, Monday morning, to finalise the supplementary bill on the amendment of the constitution in line with the understanding the three big parties reached with three Madhesi parties on Sunday evening. After the parties finalise the review of the supplementary bill, it would be endorsed by the cabinet and presented at the Constituent Assembly (CA) meeting on Monday.

The latest understanding was reached after Madhesi parties – Madhesi Janadhikar Forum (MJF), Terai Madhes Loktantrik Party (TMLP) and Nepal Sadbhavana Party (NSP) – rejected the earlier supplementary bill tabled by the government at the CA. “We will accept the new supplementary bill if it adopts the March agreement reached between seven party government and United Democratic Madhesi Front. If it does not incorporate the spirit of that agreement, then we will again reject it,” said Upendra Yadav, coordinator of MJF.

CA meeting deferred again

Kathmandu - The Constituent Assembly (CA) meeting has been put off once again. A notice issued by Kul Bahadur Gurung, who chairs the Assembly as the eldest member, stated that the meeting had been postponed till 2:00 pm on Tuesday.

The meeting was to start at 11:00 am, but the notice came only at 4:30 pm as consultations between the seven-party alliance and the three Madhesi parties - Madhesi Janadhikar Forum, Terai Madhesh Loktrantrik Party and the Sadbhawana Party - were still going on. As per yesterday’s understanding between the three major parties and the Madhesi parties, the government was to introduce a new constitution amendment bill in today’s meeting.

Meanwhile, the talks between the SPA and the Madhesi parties have been deadlocked with the latter opposing the draft of the new amendment bill saying it does not address their demands. The Madheis parties have disrupted eight consecutive meetings of the CA since June 26.
